etc: add allow-ssh.inc

And move the scattered `noblacklist ${HOME}/.ssh` entries into it.

Command used to find the relevant files:

    $ grep -Fnr 'noblacklist ${HOME}/.ssh' etc

Also, add it to profile.template, as reminded by @rusty-snake at
